NAR’s latest Pending Home Sales Index jumped sharplyuin April, a strong indication that the U.S. housingb market should continue its slow recoverty throughthe summer. The indesx is a forward-looking indicator base d on contracts signedin April. It rose 6.7 percentg to 90.3 from a reading of 84.6 in March, and is 3.2 percent above April 2008 when itwas 87.5. An indedx of 100 is equal to the average level of contract activit yduring 2001. That was the first year data was as well as the first of five consecutive record yearsfor existing-home sales. Lawrence Yun, NAR chievf economist, said buyers are responding to very favorablemarkett conditions.

The Highlands Ranch-based apartment owner'zs locator app allows users to searcuh apartmentsby location, price, and number of bedrooms and bathrooms. It offersa photos, amenities lists and floor plans oflisted apartments, and pricew are updated daily. The app "knows" wherse the user is located through GPS technologh and can offer maps and directions toselecteed apartments. Users can save the apartmentzs they choose in afavorites folder, and even place a hold on an apartmeny until the user can visit. UDR said the applicationh currently offers apartmentsin Arizona, California, Florida, Oregon, Tennessee, Texas, Virginia and Washingtoh state as well as Washington, D.C.

The City Councipl was set to vote in March to approvethe $704,00p site design contract with Cignex. However, City Manager Marc Ott delayedr that vote after a public outcry over the choice of a Californiaa vendor instead of anAustibn one. City officials said at the time that the RFP had been revieweds bymany vendors, including local but that only three companies submitted bids, with Cignex's being the lowest.
In the initiakl RFP, the city specifiesd that it wanted a site builtg onan open-source content management system callef Plone. While that system helps create content-rich sites, it'sw built on a programming language not commonlhy usedin Austin. Matthews said after a collaborative revie of the plan by himself and Chief Informatiomn Officer Gail Roper it was determined that such a system mighty end up being more expensive and difficult to Therefore the city will seek a new roune of bids with a lessrestrictivw RFP.
